Project Overview
Armstrong Plumbing delivered the primary civil drainage infrastructure for the Prole Road Urbanisation project in Omokoroa. This enabling works package supports a staged residential development of approximately 2,500 homes.
Our team was engaged to install the core underground services required to prepare the site for future subdivision and building works, ensuring full compliance with council standards and long-term network performance requirements.
Scope of Works
Our contract included the supply and installation of:
Stormwater reticulation networks
Sewer gravity mains
Potable water mains
Manholes and associated chambers
Valves, hydrants and fittings
Pressure testing, leakage testing and commissioning
Integration with existing council infrastructure
Full pre-site servicing works across the development footprint
All works were delivered in accordance with Western Bay of Plenty District Council engineering standards and relevant NZ codes of practice.
Key Delivery Components
Stormwater Infrastructure
Installation of large-diameter stormwater mains designed to manage significant rainfall events and provide long-term capacity for staged residential development. Works included precision trenching, pipe laying, bedding and compaction to achieve required grades and performance standards.Sewer Reticulation
Construction of gravity sewer networks with strict control of line and level tolerances. The system was tested and commissioned to ensure watertight integrity, durability and compliance with council specifications.Water Supply Mains
Installation of new water mains, including valves and hydrants, to support both current staging and future capacity demands. All mains were pressure tested and commissioned in coordination with council representatives.

The Prole Road development represents a significant expansion of the Omokoroa urban area. Delivering infrastructure at this scale required:
